Cruise control problem

I have a problem with the cruise control on my '97 Dodge 5 speed. When the cruise control is initially set on the highway, it will set and then very gradually start increasing the speed. I don't know when, if ever, the increase in speed will stop. I don't intentionally let it increase very much, but I have seen 10-15 MPH increase, before I shut it off. After setting the cruise control and switching it off between 5 & 10 times, it will set and work perfectly for the duration of the trip, or until the engine is shut off again. I have done vaccum test and the system will hold a constant 27 inches. The servo hoses etc. under the driver side battery shows no obvious problem. I am aware of the undershoot/overshoot problem and have performed the "relearning" exercise many times but it has not helped. Any Ideas? Anyone had a similar problem?
